In it's original context, this verse refers to God holding out His hands to His own people who had walked away in disobedience and rebellion.

God holding out His hands implies a divine invitation, but having them held out all day also describes the unconditional love and extreme long-suffering of God.

​

The Lord Jesus stretched out His loving hands to be nailed and crucified on the cross, so that we could be saved from our sins and live unto God for eternity.
